You're doing it wrong

Do NOT have different templates for different users
Write the template properly so that the change is only visible to the correct subgroup of users (read up about Roles)
Then you can deploy the change correctly via the new template to ALL users but only the right people will see any change
If you're going to start making changes to Domino apps, I STRONGLY recommend that you either get someone who knows what they are doing to do it for you, or go on a development course
And your admins should already know all of the above
